Administrative, Financial and Technical Assessments


Innovative Institutional IDEAS has developed a rating methodology to conduct an assessment of Municipalities on the technical, financial, and administrative levels.

The Municipal Assessment will not only rate municipalities’ financial capabilities, but also will help to identify and improve the municipalities’ financial and administrative weaknesses. The Assessment serves as a practical guide to the specific problems at each municipality which should be addressed in order to strengthen that municipality’s systems and processes.

The Assessment also will become a vital asset for municipalities which aim to develop public – private partnerships, because it highlights the areas that will enable these institutions to expand their financial and technical resources and capabilities.

Municipal Assessment and Credit Rating 

Based on the Municipal Assessment methodology described above, IDEAS collaborated with BEMO Bank on a municipal credit rating project that covered three municipalities: Jezzine, Qaytouli and Roum, as well as the Jezzine Union of Municipalities.

IDEAS conducted a technical, financial, and administrative municipal assessment. The assessment aimed to rate the municipalities and evaluate the potential and capabilities of each of these municipalities to generate sufficient income to repay investors considering investments needed to implement local development projects.

A team of experts conducted multiple site visits to each municipality and to the union of municipalities to assess up close the existing financial, administrative and technical capabilities and processes. IDEAS then developed internal credit rating reports for each municipality, and followed up with in-depth meetings with each of the municipality presidents to discuss its report and offer recommendations on how the municipality can better develop its capabilities.
